The National Revenue Authority (NRA) has welcomed its new Commissioner-General, Dr. Samuel Jibao, at a handing over ceremony held at the Authority’s office at Wellington Street. During the ceremony, the outgoing Commissioner-General, Madam Haja Kallah-Kamara, welcomed Dr. Jibao and highlighted his impressive professional qualifications and experience. She said she has no doubt the new Commissioner-General is capable of moving the NRA to another level. She appealed to the NRA Board, Management and Staff to support the new Commissioner-General in his daunting task of maximising domestic revenue collection. She also called on donor partners and taxpayers to continue their support to the Authority. Madam Haja Kallah-Kamara then handed over a folder containing status report and departmental plans for 2018 in addition to a special magazine on NRA’s achievements over the years to the new boss.
The new Commissioner-General, Dr. Jibao, pointed out that he has had over 15 years experience in the field of taxation at both administrative and policy levels. He described his appointment as a ‘home coming’ since he worked at the NRA as Deputy Director of the Monitoring, Research and Planning Department. Dr. Jibao thanked President Bio for giving him the opportunity to serve the country and promised to realise the objective of the President which is to grow domestic revenue collection from 3 to 9 trillion leones over the next five years. While thanking the outgoing Commissioner-General for her documentary guide, he called on the senior management team of the NRA to continue to support the realisation of the Authority’s mandate—revenue mobilisation for national development. He asked Management to receive him with open hands and support his vision for the Authority. Dr. Jibao said he believes in consultation and will endeavour to work with management as well as in the interest of the Authority and the nation. He warned that there will be no room for excuse or failure in executing the mandate of the Authority to realise the President’s development agenda.
Dr. Samuel Jibao is an economics and taxation expert with wealth of experience after working for the NRA, Ministry of Finance and Economic Development, and the Centre for Economic Research and Capacity Building. He has also lectured at the Africa Tax Institute at the University of Pretoria and published several work on issues of taxation.
